“Until user agents allow users to freeze moving content, avoid movement in pages.”
The key word here is "content." If content that is conveying important information is moving, it can present a challenge for some visitors. Because user agents do not include, as yet, a "freeze movement" option, avoid creating important content that moves.
Obviously, this does not include the content of multimedia presentations as in this case movement may be critical to the presentation.
